Reddit user "AnataBakka" pointed out something completely game changing for League of Legends in regards to their new Rune system. AnataBakka explained that if you achieved 115% slow resistance, you can turn slows activated by other champions and self-slows into movement speed buffs.
To achieve the 115% slow, you are required to have specific items and runes. This includes Boots of Swiftness, the Keystone Phase Rush from the sorcery rune tree, and Unflinching from the Resolve rune tree.
Boots of Swiftness provides 25% slow resistance flat, Phase Rush provides 75% slow resistance for melee champions during the three second duration, and Unflinching provides 15% extra slow resist for 10 seconds after using a summoner spell. This is also demonstrated in a video highlighted by AnataBakka.
In practicality, the only character that will consistently benefit from this ability is Tahm Kench. The only way to proc Phase Rush is to attack a champion three times which must then be followed up with some form of slow. Also, the champion performing these attacks must be a melee champion in order to gain the slow resistance.
Tahm Kench meets all these requirements and also synergies extremely well with Phase Rush. After three autos on an enemy champion, Tahm Kench can activate his W which consumes his opponent while self-slowing himself.
If Tahm purchases Boots of Swiftness and activates a summoner spell, he can turn that self-slow into the speed buff, allowing him to drag his opponent into an extremely unfavorable position.
An example of this happened during an even hosted by VETV7 Esports during a 1v1 tournament where a Tahm Kench dragged the enemy Kalista under his tower to win the match.
It's interesting to see if Riot will address this weird mechanic involving Slow Resistance. Considering it is preseason, we may see some changes in the next upcoming weeks.
For now, watch out for Tahm Kench picks on your enemy teams.
